Justin Fulcher Turns Attention to Rare Earths and Defense Tech

Supply chains for critical materials have become a pressing concern for defense planners, and Justin Fulcher has made them part of his current work. According to a March 2026 profile in Price of Business, his focus now includes defense technology innovation and supply chain resilience, with particular attention to rare-earth elements. The interest follows a career built in tightly regulated sectors.

Academic Groundwork

Fulcher’s education points in the same direction. He earned a Master’s degree in Nonproliferation and Terrorism Studies from the Middlebury Institute of International Studies in 2023. He is now pursuing a Doctorate in International Affairs at the Johns Hopkins University School of Advanced International Studies. That training complements hands-on experience inside the Department of Defense, giving him both an academic and an operational view of how defense institutions adopt new tools.

Early in 2025, Justin Fulcher became a Senior Advisor to the Secretary of Defense. His assignments involved acquisition reform and the adoption of new technology, aimed at cutting the bureaucratic friction that slows procurement. The profile states he contributed to streamlining software procurement timelines “from years to months” and to reforms that modernized key IT systems. He accompanied senior officials to high-level dialogues in the Indo-Pacific region as well.

Roots in Healthcare Technology

Before government, Fulcher was a founder. He co-founded RingMD in 2013 at age 21, building a telemedicine service that connected patients with doctors remotely in several Asian countries. Engineers had to plan for unreliable bandwidth and patchy infrastructure, since many communities had phones long before they had adequate clinics. The effort earned him a place on Forbes Asia‘s 30 Under 30 Healthcare & Science list in 2017. He remains a RingMD board member and minority shareholder without operational duties.

Across these roles, Justin Fulcher has favored durable systems over visibility. His LinkedIn summary of that outlook fits in three short phrases: “Execution over narrative. Accountability over optics. Durability over speed.” See related link for more information.
